City Hall agrees to open channels for drainage
The Bangkok Metropolitan Administration has agreed to help drain the northern outlet to the sea through the canals of the city as part of the Don Muang districts Laksi and flood-prone zones were declared yesterday.
Bangkok Governor MR Sukhumbhand Paribatra last night was a flood warning for residents in Thung Si Kan and Don Muang sub-district in Don Muang district and Thung Song Hong Laksi subdistrict in the district.
It is the second warning from the governor in addition to the first order made on Wednesday to seven other districts, but the previous warning was for people to move their belongings to high ground only.

He advised people in the three sub-districts shelter at Wat Donmuang, Prachautid, Wat Welu Wanaram, Bumrungrawiwanwittaya, Prempracha and Phahon Yothin schools in Don Muang and Tung Song Hong Witthaya, Bangkhen, Kehatungsonghong Witthaya assume Wat Laksi and Kankahathasai schools in Laksi.
The governor said the second warning was in response to water runs along Khlong Prapa and leaks at bay in Laksi.
The announcement came hours after the City Hall and the Government agreed a plan to drain the northern outflow through Bangkok's canals.
MR Sukhumbhand said yesterday that all the lock gates had been opened in Bangkok, to the government floodwater management plan.
The lock on the canal Khlong 2 was from a meter to water from Pathum Thani Nava Nakorn is open drain. Thawee Wattana and were opened on Mahasawat channels, the floodgates of 80cm, he said.
High water will also be of Raphiphat channels and Rangsit in Pathum Thani drained by Saen saepe, Prawet and Sam Rong canals of Bangkok and Samut Prakan in the Gulf of Thailand.
"But the BMA need to think about the people who might be affected. We will not allow the water in, if we are not management plans," said MR Sukhumbhand.
Prime Minister Yingluck Shinawatra said yesterday that all the lock gates must be opened and regulated to the high water flow directly. Flood walls are only good enough to keep the flood from coming crashing in.
"The flood barriers can not stop, slow down the water, only. We must regulate the opening and closing the sluice gates to control water flow," she said.
She also asked residents along the canals, drainage efforts to cooperate with the government and not to panic as the water surges.
"The BMA has agreed to allow drainage. The Flood Relief Operations Command (Froc) is his team moved into position," she said.
By opening the floodgates, the government increased the risk of flooding in the capital.
But former Bangkok governor Bhichit Rattakul said that instead of water cause it to rise on roadways, but it does not flood the city.
"The drainage pattern of the water can increase lead in certain areas, but there is no reason to panic. There is no flooding," he said.
Meanwhile yesterday, a dispute arose between the inhabitants along Khlong Prapa canal in Sri Samarn intersection in Don Muang district.
The authorities were to be built with an excavator on a dike, to extract water from overflowing to block out the channel on a road. Residents on the other side of the canal, fearing that the dam would be severe floods cause in their neighborhood, took over control of the excavator. They used it to destroy the dam, forcing water into the street on the other side and away from their community.
Soonthornrawaphat Somsak, an expert from the International Union for Conservation of Nature (IUCN), said it appeared that the government make difficulties Bangkok governor to follow their plan for flood protection.
"It looks like Mr. Sukhumbhand has absolute control of Bangkok flood protection. But to save more for government in the capital to try, the more people are suffering from the floods," he said.
